They are international volunteers coming from all over the world. During the Awa Dance Festival, they assist tourists to ride a boat at the boat stand along the river.
They surely solve your trouble, even a small anxiety or question, if you ask someone there.
Even though what you want to ask is the problem which can be solved only by Japanese people, International volunteers can ask Japanese people because they have a lot of connection to many Japanese.
Perhaps, some volunteers may have come from your home country.
